A medical device technical file is the complete regulatory dossier that demonstrates a device is safe, performs as intended, and meets all applicable requirements under the relevant regulation — EU MDR 2017/745, UKCA, or FDA requirements. Under EU MDR Annex II, a technical file must include: device description and specification; design and manufacturing information; general safety and performance requirements; benefit-risk analysis and risk management (ISO 14971); product verification and validation; clinical evaluation (CER); post-market surveillance plan; and labelling and instructions for use. Annex III covers post-market surveillance documentation.

Who is responsible for maintaining the technical file?

The legal manufacturer is ultimately responsible. Day-to-day maintenance is typically overseen by the PRRC (Person Responsible for Regulatory Compliance) or the designated regulatory affairs function. How long must a medical device technical file be kept?

Under EU MDR, technical documentation must be kept for a minimum of 10 years after the last device covered by the documentation was placed on the market. For implantable devices, this period extends to 15 years.

Is a technical file the same as a Design Dossier or Technical Documentation?

These terms are often used interchangeably, but strictly speaking: the Technical File was the term used under the old MDD, while EU MDR uses Technical Documentation. The structure and content requirements under EU MDR (Annexes II and III) are significantly more detailed than the MDD equivalent.
